you're misunderstanding the article. Its to determine what 18 businesses will be given a MMJ permit to open a dispensary in the valley, not sell "CW". the guy in the article they are interview is talking about his son and wants to make sure the owner and grower of the CW strain get one of the business permits because the other strains don't seem to work.
