Define "for a while now" in terms of days, weeks, months

It's so obvious that USTC won't get that "news" to skyrocket it.

If "obvious", clarification would be in order.

If this stock was so hot, trading everyday like its been doing for that last couple weeks, PPS would climb,

This isn't trading any differently than many other stocks in this price range or in fact stocks in any price range

people wouldn't dump their shares at this level knowing that big news was head.

No dumping going on... look at the light volume
