Sorry that was vague. What I meant by "a stock can only be halted twice" needed more explanation.

The SEC can halt a stock again if it can find a different reason to do so. I took the next step in assuming if the company is halted again, it will most likely lose its registration. It has certainly lost any chance of getting back in good standing with the SEC and capital markets.

A lot of really good information can be found on www.otcmarkets.com

Kick around on that site and you will find a lot of vaguely worded language, presumably to leave the guideline for abuse so broad that they ultimately will be able to do as they wish concerning suspensions.
