I guess that's one way to look at it. I don't see it staying that way. Why don't you see the positive in it? He's getting things going. Just because he said he can't "afford" something right, doesn't mean there is no money. I say, "I can't afford," but it doesn't mean I'm broke. It means it's not presently in my budget.
