The SEC never uses "harsh" words in their suspension orders. I suggest you go and randomly look at a few dozen.

For example they never use the word "fraud" even in cases where the company and insiders are later prosecuted and found guilty of ... Fraud.

I would observe however that the SEC did point to MORE than one or two areas of concern which is all they usually do if you look at many of the suspension orders in the link above. This suspension order is actually somewhat worse than normal for that reason.
