Internet access - I believe this makes reference to what they said in the interview on the WallStreet Reporter - your car in the states - can be tracked while you are in the UK -

this can only happen if they are using the internet and in the UK - you use the internet to access the data portion of the device on a centralized server somewhere - that is where the internet comes in - not at the device per say - but on the back end - you can be anywhere in the world and still track your items.
