We have discovered that filings can be either withheld or made confidential for up to a year... Perhaps more.

The volume and size of stock transaction in early march were much larger than the average retail investor would be involved in.

My vote is there are more BigBoys holding PPHM stock and perhaps hedging orhandling them in such a way as they can either avoid filing or file under some special condition so as not to disclose to the public what is going on behind closed doors.

Plus, all these BigBoy buyers won't be happy for long that PPS is below their March 2014 buy in price.

It would take very little to start another run considering how illiquid this stock currently is. BlackRock is not the only savvy Big time investor and those BigBoys fully intend for their investment to turn a profit...
