Where will WNTR get its 50 or 75 Million Dollar MKT Cap from to uplist; Especially if a R/S is likely after June 30th.

Sounds like RS in July right before the dividend on July 31st. They claim to pay shareholders $1 per 100 shares. For example 1B shares in the float would cost the company $10M but if they RS 1000:1 in July it will only cost them $10K to pay shareholders a dividend.
They promised no RS before June 30th which isn't the dividend payout date, it's the date that you need to own shares to qualify for the dividend.

"Shareholders of record on June 30, 2014 will receive one share of Green Company Holdings, Inc. (The Green Fund) @ $1.00 per share for every 100 common shares of Worldwide Internet, Inc. The dividend will be payable on or before July 31, 2014"
