Why do I even bother? I posted an email from the Bureau of Land Outreach. The same sentiment is also repeated in a recent article by Joe Schoenmann I posted regarding the number of permits in areas other than unincorporated Clark County, although I didn't post the exact quote since it wasn't the subject of the post. Here it is again with the quote:

"The council’s votes came two weeks after the council approved zoning rules for dispensaries, production and cultivation facilities. Only 12 dispensaries will be allowed in the city. There are no limits on cultivation or production facilities, but all medical pot businesses must be 1,000 feet from schools, 300 feet from parks and community centers, and 300 feet from places of worship."

Clearly that is in reference to the city of Las Vegas, which is why I originaly posted the email from the Bureau of Land Outreach, which encompasses the entire county. As you can see, everyone is taking the same approach as the state at this point in time, namely there is no cap on cultivation or production centers and they will be issued based on perceived demand.
