My thoughts are, that Quiros is new to the game. He's clueless when it comes to OTC financiers. They're all bad, imo. They're more ruthless than the typical CEOs. Besides, the shares are minimal, compared to what other CDs I've seen. Remember Corey Ribotsky? Thank God he wasn't around to lure Quiros into his trap.
Maybe he's learned his lesson. However, with that being said, he's just trying to keep the company going and fully compliant with the SEC. Remember, this used to be a non-reporting shell that had debt attached to it. We shouldn't forget how far the company has come since 2012.
I don't know anything about doing business in Costa Rica but, I imagine it isn't very easy. I've been waiting for the PPA to be signed since October 2012. My patience is running thin but, it hasn't given up quite yet.
