Who can short? anyone with big pockets. Also with a MM's help the convertible note holders do it all day I bet...
All a broker wants is your ability to meet a margin call. Often they will hold back multiple % of the value like $3.50 per share. Next you need to find willing lenders of which the MM does for you.
