Only 75 application and they have to select 70
45 application and they have to select 42

Will they award this to one entity or many ?
many facilities may be awarded to the same entity and that may be the case, that means the odds become low. I don't see a rule that says one license per business per location.

They may award all licenses to 2-3 businesses who have lobbied hard. TRTC did a lousy job for dispensary. Why did they apply 2 application for cultivation and production, but 2 for dispensaries at two locations? kind of confusing here
