No, I am saying that for design structural reasons Icc_max cannot be sustained
for a long enough period for the maximum power possible for P4 thermal design
considerations (if throttling was disabled) to approach the product of Icc_max and
Vcc_max. Thermal time constants are in the milliseconds while the P4 can drain
a full uop buffer dry in nanoseconds.
