How can registration be revoked on a non-reporting unsolicited pink. Please explain that.

CMKX made the mistake of withdrawling their form 15 so that they could get on the SHO list since they thought only reporting companies could get on that list.

They didn't withdraw their Form 15 to get on the SHO list. They withdrew it because they'd lied on the original application. At that time they had more than 300 shareholders and so didn't qualify for the exemption.
