Because for years nothing was inside the FITX building giving no time for rats to do dirty things as reproduction inside concrete walls. Plus there was never food being produced on site. The Hersey plant was full of chocolate for years no way getting that smell etc out of there. Those rats are probably huge as cats running around from old chocolate bars. The mold is probably caked on behind those cement walls like a cake and no way getting to it without stripping the whole plant. FITX as pictured showed empty building early this year showed no chocolate bars being produced in there.
