You miss the point. At some point the SEC will receive a complaint. PR's and radio shows intended to mislead are still in violation I do believe. I've said all along; he does report but his direct and indirect redirects are misleading. Of course, I'm sure you already know that though. Try doing some DD of your own. That includes recognizing a pump-n-dump......
