Like previously stated, when a broker doesn't allow you to buy (I'm sure they can sell, no problem?) that's not an indicator for the DTC to have a chill in place.

When certain brokers are short in the stock, they simply prevent you from buying, as they need to buy all they can themselves.... To cover their short-positions, that is.....

Best known is the ScotTrade/NITE combo, where NITE shorts and ScotTrade puts a buying-stop on that particular stock. Do a search on it for more details.
