Can anyone interpret this:

I'm reading the old CUSIP number is being deleted and a new one issued. I don't know what that means. I hope they didn't just get rid of old shareholders. I don't see why that should be legal if they did.

And how can it do a reverse split on new shares only? I really don't understand.
