And there are several definitions of shorting.

The 3 day MM short position is always in play. Every day on every trade.
The retail short, you and I can do is another so long as our Broket has shares to short and the $2.50 per share to cover the margin on sub dime, sub $5.00 stocks.

And off shore hedge fund guys naked shorting is the worst. Even worse if done to the pleasure of a CEO.
