Part of the problem with our EB-5 fund raising was that while we were trying to get the funding, several Congressmen and Senators were tinkering with the program and had it in sort of limbo. They were attempting to help their own states and were trying to make it as easy as buying a private home to qualify. That didn't work out sense it wasn't providing direct employment as required. Then the people we were not as knowledgeable as they were advertised to be and missed certain steps in the countries were they were attempting (China mainly) to assure the applicants were qualified on that end.
With all the delays happening with the EB-5 Perry had no choice but to work with Tangiers to obtain the necessary monies as best he could. JMHO
