Having a website is not a requirement as far as I know in any state.

Yes, a public notice is, but not specifically a website for your business. There are millions of businesses that are not online and have never been online and are fully reporting companies, both public and private. Yes it's a 'requirement' in the eyes of many investors, but it's not a legal requirement.
