VGPR MM's aren't holding VGPR down, traders are. Like I said, too many bid whackers and 1 tick flippers here. The reason it's not running is because any spike we get people start selling because they KNOW it will get whacked back down so they can rebuy, rinse and repeat. So until substantial news hits and make those flippers chase... this will just keep happening.
