Maybe I'm projecting the message wrong. Yes the whole float is not locked down. But I have always figured when 30-60% of the os is locked up by significant investors relative to % of company owned that the float was locked up. Clearly you correct in say with dilution it is difficult to make the accurate assumption that I agree. But in comparison to other OTC stocks this would be much more of a locked float than the majority.
