The people with massive short positions AKA the people with real money, not the people that talk about their $500 or $1000 positions. It takes very rich people or institutions to have the bankroll it takes to short such large amounts of these penny stocks. These people are naturally going to have more influence and I'd bet they're running to the SEC to get their stocks halted.
