Probably not. Although there probably would be much less environmental headaches running a refinery in Nigeria than in the US, and probably not much of the NIMBY hate, the fact is that running a refinery is a hard nasty business. It takes huge amounts of talent, maintenance, and $$$ to keep a refinery safe and running to capacity..... I think ERHE will be in a sweet spot if they can stick to owning rights, and producing on the upstream.
