Yes, Dell's the same way. The business models are built a little bit better, they will provide for spares for a longer period of time and I'd guess that the service is better. With Dell, you get US telephone support instead of service from India.
I was VERY disappointed with HP on the r4000. I would have bought one had I not discovered the single-channel memory issue.
That system has more power than the average user needs anyways but I'd guess that I'd notice the difference in memory performance.
Given the current competitive situation, I'd guess that AMD would be pushing vendors to go with the best performance options available.
