All sub penny plays HAVE TO dilute. It's the way they start building cash flow. Once they become profitable they move up tiers and begin building a better SS and business in general. Hell, if I could go out and drill a hole on my family's land and expect oil to come out that day, I would. It's a process and if you look at most any OTC stock(specifically sub-penny plays), they all dilute until they are profitable or broke in which this case PEII is not.
