Last year, NASD filed a proposed change to Rule 6750 which basically imposes the same requirements as NMS for OTC stocks. It hasn't been approved yet. Until this happens, the lower range is limited to whatever their computer system is set. I think OTCBB and Pinklink can accept bids/offers out to six decimal places. A subset of pinkies though have imposed quote increments because they're part of Pinksheets' current test program. http://www.pinksheets.com/about/pr_020106.jsp
I also spent 6 months there and I have seen the kalabaw in person. It is a dilapitated looking ox.
Only six months huh?? Frankly, it's pretty hard not to run into one of these animals if you do any ground traveling in the PI.
