I suggest it's not for that reason but rather due to a different window of opportunity that could be closing. The New York Times has an article in today's Sunday paper about how doctors are cutting way back on prescribing opioid meds and choosing other methods of pain control for chronic pain. So, perhaps there is a relatively short window of opportunity as prescriptions plummet--and "plummet" is a word that was used in the article--as in "prescriptions for opioids plummeted"...
