So the notion that APT ever had the legal right or ability to put any of the $2 million in tax credits they received (in order to purchase the old Montgomery Ward building for $7+ million) toward paying their delinquent taxes is simply untrue? I suspect such tax credits are restricted and only to be used to offset the purchase price of the building --not to pay off any other debts they've racked up.
