Those dates are start of "risk production" I believe.

I actually got a definition of risk production from TSMC:

it means that the technology has successfully reached certain stage of reliability (passed 168 hour high temperature cycle) and is ready to accept customer's tapes and begin small quantity production. Generally, it also refers to the completion of the technology qualification.

If 20nm went into risk production in Q1 2013 and first QCOM silcion doesn't come until Q1 2015, then risk production of 16 FinFET in Q4 2013 suggests Q4 2015 product launch.
