When I talked to them it actually sounded like they didn't realize how many problems were going to come up. He talked about paper work that needed fixed and resubmitted, how long that was taking and a few other things. One thing I did like was that he didn't make any excuses, it sounds like things were quite a bit more complicated than what they anticipated which in turn caused the delays but he seemed pretty straight forward in that they weren't completely prepared for the undertaking.
