has to be dilution who else would sell millions of shares at such a low price, nobody can say its .003-.004 buyers anymore cuz there have been plenty of chances for them to sell, plus they would've waited this long why wouldn't they wait a little longer. Dilution! sucks! But on the bright side it was getting hammered down in the low .003s with what had to be dilution before turning around and running to .046.....
