Why would this be expected if there was nothing new to report? Status quo - if it had been reported in a PR - would have been met with derision as being pointless fluff.

TOX results or TOX initiation will be reported when there is news to report.

Uhm... expectation usually precedes the occurrence of the event that one expects. Obviously it will be reported when there is news to report, but can't the reporting of said news be eagerly anticipated?
