Authorized shares are not offered to the public initially. If they have them, they would have to offer them; they will then become outstanding shares. They are in their treasury.

You're not seeing dilution. You are seeing investors that want out.
The new low ask price is a trader flipping for profit.

Trader buys @.16, sells @.22. Its a nice margin.

Its pretty basic, certainly not rocket science.
