Last paragraph on page 12 looks promising. "...the Working Group recommends that the Federal Reserve establish under its final rule that all banks and depository institutions will cease the use of paper returns within a designated period."

They further recommend a transition period of 2-3 years. Less paper has to be good for MYEC right?
