That is not a true statement and cannot be said with certainty. I work at a firm and we can place "not held" orders and will seek out deals with MMs to see if they can fill large orders so we don't move the market OR so no one can see the order and be motivated to buy or sell based on our intentions. There are multiple not held order types and this could easily be what happened here. Someone wanted 17mill shares but didn't want the market to see it and influence price movement is one scenario
