The amount of scientific misinformation on this board is astonishing (ok, not really). The concept for the tower is actually quite simple: liquid water evaporates at the expense of the dry environmental air due to vapor flux. Evaporation requires energy, thus cooling the air and causing its density to increase. This density difference causes the air to accelerate downwards. Sure, changes in environmental humidity will vary the acceleration of the downdrafts, but if the tower is installed in an anomalously dry climate, the generated power will be fairly constant (at least compared to traditional wind turbines).
