Normally if a company is rightfully under conservatorship, they probably wouldn't be meeting the requirements for uplisting. If a company meets the requirements, like hopefully the GSE's do now, their Board of Directors should be applying for uplisting. Berkowitz sent a letter to Fannie's Board about a number of things, one was uplisting. The Board said they have been under conservatorship and report to the FHFA. Since shareholders don't have rights under c-ship either, we have to hire big fancy lawyers and sue all their butts for any of this to get done!! :). I believe the GSE employees themselves have been working hard doing an outstanding job. It's the government's failure to lift c-ship, their unilateral profit sweep, etc that is keeping everything in limbo. That is what I think is the effect of a long almost six year conservatorship!!
