They could have bought an OTCQB shell, like FROZ or SPLI. People put more confidence in the QB as those entities are fully reporting.

So all i was doing was providing an educated guess at to why a mature company with many connections like Flex-Power would decide on a pink shell as oppose to a fully reporting QB one.
