I spoke to another routing analyst after the market closed yesterday. As of intraday yesterday around 11:00 this stock was put on their Closing Order only list meaning anyone on TD can NOT buy this stock, they can only sell their existing position. TD does often put restrictions on OTC stocks however they are the most "sensitive" if you will to certain stock regulations. Stocks often that receive these restrictions are often placed on a DTC chill list which in that case more than TD account holders will have issues trading this stock.

As of now, this restriction currently on the stock is disabling TD investors to buy this stock which will heavily affect the volume and buying pressure here. Like I stated above, if you are a TD account holder you can NOT buy this stock only sell your EXISTING position. If you do not believe me try placing your own order and fully submit it don't sit on the "confirm trade" page. After you click "confirm" you will then get a Rejection notice.
