April 15, 2014 was apparently the new record date with a pay date of April 23, 2014. Both dates were scheduled through FINRA.

The self-proclaimed "transparent" company has never explained why the record date was changed or any other terms of the "gift distribution" that were changed.

It appears that those who bought PVEC stock based on the gift distribution announced in the 2/28/14 PR and weren't still holding the stock on 4/15/14 will not receive the promised distribution.

PVEC hasn't changed. It continues to make announcements and promises that don't come to fruition.

I expect that whatever preferred share certificates the company sends will end up being worthless.
