"Working on it" means that Ed has taken some steps toward Apple. This is not the same as, nor does it mean, "Thinking about it" or "Talking about it (internally)".

So as far as I'm concerned, Ed is in fact "Working on Apple [it]" In some form or fashion. These could be general talks with a contact or putting together a proposal.

So, there's your answer.
