Its a Federal Reserve policy issue. Nothing involving Congress. From what I gather (and Im Due for a reread I must admit) its basically preparing to set the tone (important! And itll be a very positive one) for possible future laws/rules. If theres the category created for the Fed (that they want for myriad reasons including speed and ease of tracking all sorts of transaction data) of an electronic check.....they are basically saying "this is the best new way of doing things period, and it just so happens these guys over here fit exactly what were looking for...we arent recommending them, were just saying this is where we found the solutions were looking for....the shoe fits."

Itll sort of be them talking out of both sides of their mouth but also not really. When the Fed implies something that deserves reaction the word decoders help make it a reality.
