The TA being gagged line is not a valid point and completely incorrect as the light it shines on the company.

The fact is that public companies do not offer running call-in totals of issued out outstanding shares to the general public. The reason behind this is, this is material non-public information. Accordingly any additional information supplied to one shareholder would need to be disseminated to everyone.

Supplying one shareholder on a phone call a current running total of issued and outstanding, without disclosing this to everyone could give that shareholder an advantage over others not receiving that information.

This is why all companies refer shareholder to Qs and Ks.

In some cases where a company will offer a number it will always be the number reported in the Q or K.

So, IC Places does not have some kind of uncommon procedure which gagges the TA. The company follows the legally required course of action in regard to this matter.
