I'm just stunned that BION is approaching $2 BILLION in state back bonds but can't move forward for over a year because they can't pay $5M for the EPC report to be completed, that just doesn’t make sense. What’s even more confusion is CCC is responsible for completing the EPC report, once complete they will be building the $Billion+ factories. Seems like nominal up front cost that directly and immediately translates too many years of big dollar work. One would think they would figure out a way to get it done somehow someway, yet they don't.
