Maybe, but I argue that TSMC already produces large/potentially more chips than Haswell.

For example, NVIDIA/ATI GPUs, Broadcom XLP network processors and switch chips (these are ~4B+ transistor deals), Oracle SPARC, etc.

As far as yields, well, I don't know those numbers on either side so I can't make an intelligent comment. I suspect, though, you are probably right. Intel's version of "in production" means "we can pump out a lot of them at very high yields". TSMC's and others' definitions are probably more along the lines of "hey look, we can make them!"
