Yeah I can confirm that USAA is TERRIBLE for trading OTC penny stocks. Fees are $5.95-$8.95 per transaction plus $0.01 per share on buy/sell transactions for stocks under $1.00. And although I haven't encountered restrictions on the number of shares I can buy per day they certainly restrict you to selling no more than 9500 shares per day period which is ludicrous. Then I got hit with a $70 foreign transaction fee for buying 5 shares of GWPRF and will get hit with that same fee if I sell. The fee was more than I spent on the stock. And don't be lured by their 50 free trades for opening an account. That only applies if each trade is less than 1000 shares.
