I think there is a high amount of confusion over this.
That is not an actual transfer of shares.
It is like a lien, once the debt is paid the reservation on stock is removed.
It is not as if those stocks have ever, or will ever actually transfer to IR.
So..... to claim the OS will go up by 1.3B is just plain wrong, inaccurate, and misleading.
