I've read that several times over the years and I wouldn't doubt that it's probably true. A lot of shady stuff goes on down here. I've only had 3 or 4 times in the 5 years I've had a Scottrade account that they wouldn't let me trade a ticker so at least for me it hasn't been that huge of an issue. But it probably is smart to have at least 2 or 3 different brokers just in case that happens. I've read many people say ETrade is good for trading pennies but I've never used them myself.
